Repairs are one of the most prevalent sources of dispute in social housing, owing to a lack of mutual understanding of expectations and obligations. Tenants face issues that harm their health and dignity, while landlords adhere to repair procedures that prioritise risk over comfort. Bridging this gap begins with understanding what landlords are legally obligated to repair and how tenants can enforce those duties.
Landlords are responsible for the structure and exterior of the property, heating, hot water, sanitation, and installations for gas, electricity, and water. This responsibility exists regardless of rent arrears. Repairs that affect health or safety must be addressed within reasonable timeframes, often categorised as emergency, urgent, or routine.
Tenants sometimes delay reporting repairs because they fear being seen as troublesome. This delay can weaken later complaints, as landlords may argue they were unaware. Repairs should always be reported promptly and in writing where possible. Photos, videos, and dated records strengthen any future dispute.
When repairs are not completed within stated timeframes, tenants have options. Complaints procedures exist for a reason. Environmental health teams can inspect properties and issue enforcement notices. In serious cases, legal action may be possible. However, escalation works best when tenants have followed reporting processes carefully.
Damp and mould deserve special mention. These issues are often blamed on lifestyle, but structural problems and poor ventilation are frequently responsible. The law increasingly recognises the health risks of damp, especially for children and vulnerable adults. Tenants should challenge dismissive responses and request proper inspections.
Access issues can complicate repairs. Tenants are expected to allow reasonable access, but landlords must provide notice and accommodate work schedules where possible. Missed appointments should be recorded. Persistent failure by contractors is not the tenant’s fault and should be challenged.
Temporary repairs that never become permanent are another common frustration. Tenants should ask for clarity on whether a repair is temporary or permanent and request timelines in writing. Vague promises often lead to prolonged disrepair.
